PCEPTopologySessionListener fails to clean up requests on shutdown

    Description

      PCEPTopologySessionListener does not terminate requests when it is shut down from ServerSessionManager. This is supposed to be guarded by tests in PCEPTopologySessionListener, but that test does not disable request timeouts – and those timeouts end up fooling the tests.
