BGP/LS: default to the early-allocated codepoint

IANA has issued an early allocation for the BGP Linkstate path attribute (=29). Update the code, such that it will default to the new path attribute, create a configuration knob, which will select the current codepoint for backwards compatibility. Also activate the knob in confguration for now, so we do not break current users.
