Even when non ClusterId is set on attibutes, via Wireshark we see ClusterID attribute with size 0

While trying to send an Ipv4Route message from the ODL to its peer, I do not set the ClusterId attribute in my packet but the ODL serialises this attribute into the outgoing packet (with list size 0). I am just wondering if this is a bug in serialising the BGP Update message.
