    Description

      steps to reproduce:
      0. running and configured BGP ODL
      1. add some routes via application peer
      2. the routes appears in loc-rib
      3. connect BGP peer to ODL BGP
      4. observe no routes advertised to the peer and adj-rib-out is empty
