Description
When ODL (configured to connect to a BGP peer) is shut down and started again, it connects to the device as soon as 41-bgp-example.xml is applied. Only then 43-bgp-opencofig.xml is applied, which means config subsystem is trying to close related modules. But the java code is not ready for that, which leads to failed transactions (similar to BGPCEP-267), BGPCEP-328 and recently even "An exceptionCaught() event was fired, and it reached at the tail of the pipeline.", which seems to prevent BGP to recover (after config subsystem creates new modules).
