Inbound and outbound connection attempts from controller are not synchronized

If controller BGP speaker is configured to connect out to BGP peer (default setting), it will do it even after the peer -> controller connection gets established. Ideally the outbound attempt should be tied to status of inbound attempt i.e. outbound attempt should not be made if inbound connection is established
