unable to modify BGP configuration when running ODL as root

    Description

      Not sure if this issue is in RESTCONF, NETCONF, config, BGP or what...

      at any rate when attempting to modify the BGP RIB configuration in Boron using the config API I get a "200 OK" but the config isn't changed.

      using the OpenConfig APIs seems to work though - so am guessing the issues in the config subsystem.
