C: when example-bgp-rib updated via openconfig exabgp is unable to connect

      when rib reconfigured, then RIB Singleton Service isrestarted. then is unexpectedly closed. When exabgp tries to connect, it is unable to do so.

      Logs from a single case is done using refs/changes/74/49474/4. Compressed logs exceed attachment limit, so i will send them on demand.
