Memory holdup in CachingImportPolicy

CachingImportPolicy maintains a map of received attributes to effective attributes after import policy is applied to avoid duplicate calculation of effective attributes in case multiple routes are received in a single update. However entries in this map never get cleared causing gradual increase in memory consumption till it runs out
