Evpn - ADD extCommunity replaces existing community

Overview: odl with static setting in routing-policy-default-config.xml with config from docs From one active ibgp peer we send evpn route (by pure hex) with ext-community set. In odl rib however even with <options>ADD</options> this ext community is overwritten with the one from odl. <options>REPLACE</options> is the same. Also happens with reference policy setting.

This did work for example in l3vpn and labeled mpls so it's bit puzzling. Also tested few other policies and all seems ok.
