PCEP: after PCEP session disconnects abruptly - sometimes PCE repeatedly closes the session

Steps to reproduce

1. Create session to PCE
2. Restart RSVP process on DUT - which causes TCP disconnection without proper TCP session closing.
3. In that scenario, sometimes the connection establishes and closed immediately by the PCE. This happens repeatedly. 

Important to note that these reproduction steps won't always result in the described issue.
