Controller-exabgp session fails in BGP policy test

    Description

      The issue is only happening in Aluminium and it is tracked here: https://logs.opendaylight.org/releng/vex-yul-odl-jenkins-1/bgpcep-csit-1node-userfeatures-all-aluminium/130/robot-plugin/log.html.gz

      When exabgp tries to connect, the controller closes the connection:
