Reformulate PCEPStatefulPeerProposal in terms of DataTreeChangeListener

We are issuing synchronous reads to acquire the LSPDB version when a peer connects. This is costly in terms of connection latency for what amounts to a single Uint64.

Rework the class to be a data tree change listener, maintaining a current view of what LSPDB versions we currently have, so that the connection proceeds without ever blocking.
