Field presence type of Edits rule screen

Steps To reproduce:
1.Add a stream.
2.click on Edits Rule.
3.add Field (any).
4.select "Field Presence" in Type.

Value text box is mandate to fill.
Do we need to a value to be filled when we want to just add a field presence constraint on it? If not, we should have a disabled "value text box" and it should be allowed to save the stream and proceed.
