We will eventually want to get a ODL with CoE running in containers not "outside" on the k8s master/node.

This is perhaps a 2nd and lower priority than ~~COE-30~~/~~COE-22~~ & COE-32 in the very short term.

trozet has pointed me to prior work for a containerized ODL:

The work required in this issue includes getting familiar with that and see what's missing there for it be used by CoE.
