Clustering : Get Clustering integration tests in working state

The Clustering integration tests are broken because of,

1. Changes to karaf features (for example odl-restconf requires auth)
2. The deploy script does not deploy the odl-clustering-test-app
3. Other yet unknown reasons

These need to be addressed and the tests need to be in working condition again so that it can be used as a regression suite and help us find bugs.
