Clustering: Leader should abandon stalled Installsnapshot on Follower, when it gets reinstated

Currently the snapshot is sent in chunks to the follower during an install snapshot.

If the follower dies , the follower loses the received snapshot chunks. If it gets re-instated, the leader will attempt to send the follower the last attempted chunk and will not start from the first chunk.

The leader would need to abandon the snapshot and sent a apppendentries , which would then initiate a fresh capture and install snapshot.
