sal-rest-docgen requires maven infrastructure

Upgrading maven to 3.1.1 has exposed a failure to build controller features, which is tracked down to sal-rest-docgen pulling in maven infrastructure.

This is wrong, as that infra should only be used by pure plugins, not run-time components. Split the artifact into two, where one implements the run-time support and the other provides maven integration.
