Clustering : Make Election Timeout Factor configurable

The Election Timeout Factor is currently hardcoded to 2. To make elections and leadership stable we need to make election timeout a large factor larger than the heart beat interval so that a Follower can miss a larger number of heartbeats and still not become a candidate.

It would be best to make the election timeout factor to be configurable so that it could be tuned based on the target system.
