Clustering : Append Entries replies do not seem to be arriving consistently at the Leader

AppendEntriesReply not arriving at the Leader can cause a Leader to switch to an IsolatedLeader. There is a possibly larger problem where if replies do not come in a timely manner transactions will timeout.

This is related to CONTROLLER-1159 and can be reproduced by following the same steps.
