Clustering : It should be possible to start a single-node cluster such that it is secure from external attack

This is a requirement for making CDS the default datastore. We could possibly get this done by making CDS come up without the akka remoting/clustering configuration. However this may also require us to make code changes as mdsal-clustering is intertwined with akka clustering.
