Clustering : Issues with ApplyLogEntries

toIndex is an int, should be a long
serialVersionUid is incorrect. Instead of 1 should be the generated value of the class. This is going to be tricky especially if we need to switch from int to long. We may have to create a new message to fix the problems with the old one.
