features-mdsal unstable build due to missing artifact org.opendaylight.controller:netconf-tcp

Autorelease is detecting a failed test in features-mdsal due to missing artifact org.opendaylight.controller:netconf-tcp. See logs here [1]. I suspect we are missing a <dependency> section for netconf-tcp somewhere.
