FLOW_REMOVED is not sent when using sal-compatibility

    Description

      The sal-compatibility does not set SEND_FLOW_REM flag in FLOW_MOD messages.
      In the result, OpenFlow switch does not send FLOW_REMOVED messages when flow entries are deleted on timeout.
