    Description

      Snapshotting on followers was inadvertently broken by https://git.opendaylight.org/gerrit/#/c/21570 where the snapshot checking was removed from ReplicatedLog.appendAndPersist which is also called by Follower. So the leader now calls captureSnapshotIfReady from RaftActor.persistData but it is not called by the Follower code.
