      Implement part of RPCs defined in CONTROLLER-1597.

      Some scenarios needs control over which cluster member registers which singleton application (to unregister and re-register itself) and when.
      CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

      Currently that would be ll:register-flapping-singleton and ll:unregister-flapping-singleton.
