Implement part of RPCs defined in CONTROLLER-1597.
Some scenarios needs control over which cluster member registers yang notification producer or listener and when.
CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.
Currently that would be ll:publish-notifications, ll:subscribe-ynl and ll:unsubscribe-ynl.
