      Implement part of RPCs defined in CONTROLLER-1597.

      Some scenarios needs control over which cluster member registers DOMDataTreeListener and when.
      CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

      Currently that would be ll:subscribe-dtcl and ll:unsubscribe-dtcl.
