      Implement part of RPCs defined in CONTROLLER-1597.

      Some scenarios needs control over which cluster member becomes shard leader and when.
      CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

      Currently that would be ll:become-module-leader and ll:become-prefix-leader.
      Note that these are likely to change before CONTROLLER-1597 is done.
