write-transactions: LocalReadWriteProxyTransaction currently open when leader moves

In this scenario, we are running write-transactions on all members, Leader and listener are on the same member, and we use make-leader-local to move the Leader.

This failure [0] has happened when module-based shard with tell-based protocol is used. As seen here [1], other members have reported OutOfOrderRequestException, which might get fixed with CONTROLLER-1664.

Karaf.log [2] shows (at 23:32:15,618) UnreachableMember happened around 6 seconds after leadership transfer, so this might not be a separate bug, just a consequence of CONTROLLER-1645 or similar.
