Allow initial settle time to be tuned

    Description

      We currently multiply leader election time by 3. This may end up being insufficient if there is a lot of data the leader needs to recover.

      Allow the multiplier to be configured, defaulting to 3. A value of 0 should be interpreted as infinitiy, i.e. take whatever time is needed for shards to settle.
