      Debugging some (probably unrelated) issues, I have come across https://logs.opendaylight.org/releng/vex-yul-odl-jenkins-1/bgpcep-csit-1node-bgp-ingest-all-phosphorus/87/odl_1/odl1_karaf.log.gz which seems to log a ton of dead letters:

[82804] dead letters encountered, of which 82793 were not logged. The counter will be reset now. This logging can be turned off or adjusted with configuration settings 'akka.log-dead-letters' and 'akka.log-dead-letters-during-shutdown'.

      The reason for these needs to be investigated.
