Expose entity ownership information via MD-SAL

A number of test suites in CSIT rely on datastore contents to identify which node is acting master for a particular service. This was an artifact of implementation (which was based on Shard and stored state in the datastore) and we need to replace it.

Define a few RPCs which will allow querying the state and register the implementation when we bring up the cluster singleton.
