java.lang.OutOfMemoryError: PermGen space on Windows (Nothing helps)

I have followed as usual steps to install opendaylight sdn controller on Windows :

Bur after executing the command : mvn clean install

It shows following error :
java.lang.OutOfMemoryError: PermGen space

Also Configured :

MAVEN_OPTS with -Xmx2048m -XX:MaxPermSize=512m or -Xmx1024m -XX:MaxPermSize=256m or various other things But It doesn't work.

I also changed the command line like : mvn clean install -DskipTests

Overall - no idea why it doesn't work.
