Xmx default setting

Hi devs,

This ticket is to start working on recommended -Xmx settings that will be applied by default to opendaylight editions. Please consider these settings will be used by most people and they will be also used in our system test, except for scaling test.

Also please work with priority on either apply a fix to SP edition so it does not require -Xmx setting out of the box or write a big note in the SP edition documentation saying -Xmx adjustment is needed to run it.
