Additional items configured into list are replacing entire list, not merging

If in the openflowplugin project I build

openflowplugin/distribution/base

and add to the

openflowplugin/distribution/base/target/distributions-openflowplugin-base-0.0.3-SNAPSHOT-osgipackage/opendaylight/configuration/initial

directory 44-new-openflowswithcport.xml ( attached )

I expect to see my configured openflow-switch-connection-provider-new added to the existing list of openflow-switch-connection-providers wires into openflow-provider configured in 42-openflow-protocol-impl.xml. I don't. I only see the new one, not the two old ones from 42-openflow-protocol-impl.xml wired into the openflow-provider.

I inspect using a JMX browser. I can see all three openflowswitch-connection-providers configured, but I only see the latest one wired into openflow-provider.

My understanding was that the new one should be merged into the list.
