Clustering : akka-persistence not replaying messages consistently on startup

To reproduce the problem here are the steps to follow,

1. Get these patches

2. Build controller
3. Build openflowplugin
4. Goto the karaf distribution
5. Run karaf with the following command
JAVA_MAX_MEM=4G JAVA_MAX_PERM_MEM=512m ./karaf
6. feature:install odl-mdsal-clustering (only to be done once)
7. Using mininet add a small topology
8. kill -9 the controller
9. Exit mininet
10. Bring up the controller
11. Using restconf check if the nodes exist in inventory
12. Repeat 10-11 till it does not work

Note that if it does not work once and you restart the controller again it might work. So this does not seem necessarily to be a data corruption issue.
