Clustering: Commit index of follower not changed after Snapshot applied on recovery.

On recovery of a node, we apply the Snapshot on SnapshotOffer message.

But we fail to set the commit index even though last applied is set.

This could spawn other issues.

Also recovery message should be set to info , rather than debug.
