custom.properties did not migrate LISP settings from config.ini (needed for Karaf readiness)

The OSGi container based releases had a configuration/config.ini file with certain configuration parameters. Karaf keeps those parameters in etc/custom.properties. Most configuration settings found in the old config.ini (opendaylight/distribution/opendaylight/src/main/resources/configuration/config.ini) were migrated to the new custom.properties (opendaylight/distribution/opendaylight-karaf-resources/src/main/resources/etc/custom.properties)
