Clustering : ShardManager should create ShardInformation for local Shards on startup

In ShardManager construction create the ShardInformation based on configuration but do not create the Shard until the schemaContext is resolved.

ShardInformation should be able to answer the following questions about a Shard,

• Is it supposed to be on this node?
• Has the Shard been created?
• Has the Shard been initialized.
