We need to automate docs configuration when branch cutting

When we cut a new branch there are post branch cutting activities that need to happen to ensure projects are able to build docs for the new stable branch. This involves:

• Updating docs.yaml in the projects to update the new version in "master"
• Updating RTD configuration to handle the new branch build
• Update the main "docs" project to update stable/branch with non-latest URL links for all projects
