Missing ordering for subjects and rules in single rule contracts

Rules and subjects are assigned order = 0 or 1 depending on remote-ip-prefix specification in neutron security-group-rule. This assumption does not count with other neutron rule parameters. Incorporate them. More specific rules should have lower order and be processed prior to less specific rules.
