Fix broken groupbasedpolicy feature failing the new extended SingleFeatureTest incl. TestBundleDiag due to NOK org.opendaylight.groupbasedpolicy Caused by: org.opendaylight.mdsal.eos.common.api.CandidateAlreadyRegisteredException

The goal of this issue is to fix whatever caused a "NOK org.opendaylight.groupbasedpolicy Caused by: org.opendaylight.mdsal.eos.common.api.CandidateAlreadyRegisteredException" when the new extended SingleFeatureTest incl. TestBundleDiag attempts to install the groupbasedpolicy feature named "odl-groupbasedpolicy-ne-location-provider", and remove the exclusion from the BLACKLISTED_BROKEN_FEATURES in SingleFeatureTest in odlparent.
