Group Flows not seen when running the POC

When running the current master against the GBP POC, the group flow mods are missing. Stepping through the code showed that the reads of the Flow Capable Nodes from the data store were returning NULL, which prevented programming of group flow mods. This is likely because the flow programming is happening exactly once for a clean/new inventory, and therefore we haven't created anything in config for the flow capable nodes.
