Switch should not go to READY state until EP associated

    Description

      Switches should not be in READY state until EPs are associated with it.

      Alternatively, keep a switch as READY using the current criteria and add ACTIVE state for when EP is associated. This stops flows being added to non-GBP switches which have controller set.
