one node is short 12 flow mods when running the GBP POC demo

When running the GBP POC, sometimes the demo fails during the http/curl test, with no traffic getting through. The problem is that one of the nodes is missing 12 of the 57 flow mods that should e installed in the vSwitch. Further investigation shows that the GBP application is writing less flows, the reason for which is not yet known.
