ITM Direct Tunnels - Table 0 not getting created intermittently

Running ITM Direct Tunnels CSIT on Fluorine against Dimple’s patch, we are hitting some intermittent issue of Table 0 not getting created at times. It passes sometimes on re-run, we see tunnel ports being created on a switch, present in operational/inventory as well, but Table 0, as well as operational/tunnels_state, are not getting created.
