Description
hi, Tunnels are not coming back to up state under default-transport-zone after removing external id's in ovs, when checked in karaf , Vtep's are available in tep:show but not in tep:show-state. please find the attached logs for failed scenario.

Test steps:
- local ip updated in dpn1 & dpn2-- tunnel state came up under default-transport-zone
- updated external id's to TZA in DPN1 and DPN2,and created TZA through rest - tunnel state came up under TZA
- external id TZA removed in dpn1 and dpn2, TZA removed through rest call- tunnel state doesnt come up when checked in karaf tep:show-state but default-transport-zone available in tep:show
