Update to OF port does not change 220 flow

    Description

      When updating the OF port it should also update table 220 action to the new port number.
      This fails due to a race when trying to remove and recreate the OF port.
      This bug fails tempest test TestNetworkAdvancedServerOps.test_server_connectivity_rebuild
