Add test that compares config files across deployments

A class of problem we run into is when the configuration files for OpenDaylight change and we need to update them in the configuration management tooling. It should be possible to identify these problems by doing a deployment using an RPM (doesn't modify config files), a second deployment using configuration management tooling (puppet-opendaylight, ansible-opendaylight) and compare the resulting files.
